Clark Seif Clark (CSC) Can Provide Newly-Required GSA Water Quality Testing for Federally Owned and Leased Spaces

PEORIA – WEBWIRE – Wednesday, June 12, 2024

Lessors should proceed with caution because there is nuanced complexity and specificity to complying with the new GSA requirements.

As of February 2024, the U.S. General Services Administration (GSA) requires baseline drinking water quality testing for federally owned and leased spaces, with few exceptions. Approximately 1,400 federally owned and 6,000 federally leased spaces require testing in fiscal year 2024. Exclusions include leases with zero square footage (e.g., parking, antennas, kiosks, etc.) as these are assumed to not have drinking water systems. Also excluded are leases that expire in FY 2024.

Drinking water quality tests are required from a third party for the following contaminants:

Legionella Disease BacteriaTotal Coliforms, including E. coliLeadCopperLessors have 90 days from receipt of the Unilateral Lease Agreement (ULA) to provide GSA test results conforming to the scope of work. Lessors must review and act upon these lease amendments when they are received. GSA funds are available to help subsidize the testing cost. They also developed a Water Test ULA Lessor Checklist to assist lessors with meeting the water testing requirements outlined under the ULA. Now is the time to secure a water testing appointment with CSC.

CSC is a leading environmental, health & safety company currently assisting building owners and property managers in complying with the newly required GSA drinking water testing for their building or leased space, says Derrick A. Denis, Senior Vice President for Clark Seif Clark. Lessors should proceed with caution because there is nuanced complexity and specificity to complying with the new GSA requirements. There is a need for experienced vendors to determine which fixtures require sampling, how many samples to collect, what containers and buffers are needed, which labs meet the licensure criteria, and which analytical methods to select. Further expertise is required to interpret the data, to report the results, and to plan response actions if results are outside the GSA acceptable ranges. The health and safety professionals at CSC are experienced in water testing in general, but more importantly are experienced in water testing to comply with these new GSA requirements and in responding sensibly to non-compliant results. CSC is standing by to relieve lessors of this newly emerging burden.

For more than 25 years, CSC has been a leader in complex environmental assessments, testing, and safety consulting. They have extensive experience in water testing to comply with the newly required protocol for the GSA initiative.
