The Thai Senate Wants the People to Decide on the Future of Entertainment Complexes

The Thai Senate is now looking for a resolution of a bottleneck caused by the regulation of casino resorts (known as entertainment complexes locally), with lawmakers not in agreement on what the next steps should be.

Entertainment Complexes Are a Non-Starter in Thailand for Now

While there has been support for the passage of such gambling laws as would allow the arrival of entertainment complexes, the voices endorsing the law have been waning of late. The appointment of a new Prime Minister has been a further curveball.

Anutin Charnvirakul, who stepped into office on September 7, 2025, has not hidden his doubt about these projects. However, he is also going to have to dissolve his government by the end of January, contributing to a streak of political instability in the kingdom.

At the same time, Thailand’s Senate, and a special Senate committee chaired by Senator Dr Veerapun Suvannamai, has already shut down what laws and proposals were on offer, with entertainment complexes dead but for one small detail – the Senate has also agreed to tie the legalization of such entertainment complexes to a referendum vote.

In other words, the matter may be put to a national referendum, with most Thai nationals opposing casinos, as do academics and economists.

Can Entertainment Complexes Arrive without Casino Floors?

At the same time, some lawmakers are hopeful that they can pull off entertainment complexes without turning to casinos, but this is a pipe dream, as most of the entertainment options besides the casinos are usually there to feed into the gaming floors, not the other way around.

“The casino is not a side feature – it’s the core of the proposal. If the new government includes casino legalisation in its policy platform, it risks undermining public confidence and long-term governance,” Senator Chinachot Saengsang said, commenting on a draft bill seeking to introduce entertainment complexes this way.
