Mahama demands answers: Auditor-General to probe 13th All Africa Games Spending

President John Mahama has ordered the Auditor-General to conduct a forensic audit into Ghana’s hosting of the 13th All African Games in Accra.

A statement from the Presidency published on Tuesday (4 November) said the President’s directive follows the submission of the National Intelligence Bureau (NIB) and underscores “government’s commitment to accountability, transparency, and the prudent use of public funds”.

The audit will cover all financial and operational aspects of the Games, including procurement, expenditure, infrastructure, and post-event management.

Specifically, the review will focus on:

Procurement and Contracting Processes: Examining tender procedures, selection of contractors and suppliers, and compliance with the Public Procurement Act (Act 663), as amended.

Financial Management and Expenditure Control: Reviewing funding sources, disbursements, expenditures, and sponsorship arrangements.

Infrastructure and Project Delivery: Assessing project timelines, cost variations, and value-for-money outcomes of works executed for the Games.

President Mahama has also instructed that the audit assess the performance and coordination of all government agencies and committees responsible for planning and executing the Games.

The Auditor-General has been tasked to submit the audit report to the President by the second week of December 2025.

The organisation of the African Games, held from March 8 to 23, 2024, drew public criticism over its expenditure, with more than $195 million spent on infrastructure and an additional $46 million reportedly needed for operational costs.
